You're going to want and need to discuss this with the folks that set up the particular VPN configuration you're working with, as there are many different permutations possible that will prevent a VPN client from connecting to a VPN server.

Problems with establishing VPN connections can involve the VPN settings on either end of the VPN, or the use of the same IP subnet on both ends of the VPN, or down-revision firmware on the VPN server device, or any of many, many other details.

The folks running the VPN server also have access to the VPN server log, and that log can sometimes provide some details on the particular failure the connection is encountering.

The folks with the VPN server might have specific settings recommended or issues known, or potentially can have a VPN profile that can be loaded into your iOS device to define the necessary VPN client configuration, too.
