If you're tapping the buttons in control center, it's a change whereby tapping the icons drops the current connection but does not shut WiFi (or Bluetooth) off; to do that you have to use the slide toggles in Settings.

This is quite handy as you can disconnect from a current troublesome WiFi network without having to remember to reenable it later.

From the iOS 11 manual for iPhone:

Do you work overnight? It is now clear that Apple does turn both radios back on at 5 AM local time, even if you shut it off in "Settings."

Correction:

Reenabling connections at 5 AM is only true for operations done via Control Center.

I have verified several times in testing that if you shut Wi-Fi or Bluetooth off in "Settings" they stay off unless you take specific action to reactivate them.

That is great for those that live in urban areas. I don’t. I live in rural Missouri and drive an hour to work. Meanwhile, WiFi is searching for networks draining my battery. So what about the other users that don’t like to Leave WiFi on. Oh, am I have unlimited data, so I care less about WiFi.

NO, Wi-Fi is not "searching for networks draining your battery." That's not how Wi-Fi works. Wi-Fi does not "search" for networks. Wi-Fi LISTENS for about 1 second every 15 seconds to see if there is a network that you have connected to in the past. As it is just listening it uses unmeasurably small amounts of energy. And when the phone is locked it doesn't listen at all.

If you truly want Wi-Fi off, even though leaving it on does not harm, and significantly improves the accuracy of location services, just TURN IT OFF. Settings/Wi-Fi turn OFF. What is so hard about that? It's the same number of steps as swiping up to open Control Center as turning off Wi-Fi in Settings. Actually more effort, because one of the steps is a swipe, which is more effort and harder to get right than two taps. If that is too much effort, "Hey Siri, turn off Wi-Fi"

The bottom line is that Apple hasn't taken anything away from you, they have ADDED a feature that is useful to some people, and doesn't prevent anyone from doing whatever they want.

BTW, I'm happy you have unlimited data. I don't, by choice. For a very good reason: My carrier limits their unlimited data to 3 Mbps. My limited data typically shows 10 Mbps, and, in some locations, I've seen up to 40 Mbps. I read the fine print in the "unlimited" data option and decided it was too limited.

Perhaps you should learn how to use the tools that Apple gives you to manage Wi-Fi.

  1. Go to Settings/General/Reset - Reset Network Settings; this will clear out all of those Wi-Fi networks in town that it connects to. You will then have to manually connect to the networks that you actually want to connect to.
  2. Go to Settings/Wi-Fi and turn off Ask to Join Networks. This will stop it from trying to connect to those networks.
  3. Turn on Wi-Fi. This will make Location Services work much better. It will stop prompting you to turn it on all the time. And it will no longer connect to every Wi-Fi in town, but it will use them behind the scenes to improve your location accuracy.
  4. To turn off Wi-Fi (although, frankly, there is almost never a good reason to):
    1. Settings/Wi-Fi - OFF. It will stay off until you turn it on. Years, if necessary
    2. "Hey Siri; turn off Wi-Fi"
    3. Hold the HOME button: "Turn off Wi-Fi"
  5. To disconnect from the current network only: Swipe to display Control Center, and tap the Wi-Fi button. It will reconnect if you leave the current location and come back; at 6 AM the next day; and to any different network it encounters.

Yet another person who didn't bother to read through any of the responses in this thread:

1. There is nothing to fix, because it's not broken and is working as intended.

2. You're not turning Bluetooth or Wifi off from Control Center as you may have in the past.

3. Both the Bluetooth and Wifi Radios use miniscule battery power (even if you see the spinning circle)

4. If your battery is draining faster than it did, you have something else going on completely unrelated to this

5. If you feel you need to turn off either radio, you turn them off in Settings, NOT CONTROL CENTER

I havr the same problem! After I disconnect from my wireless lan in the night, in the morning I find my phone connected. I consider this problem a user safety violation! I sleep with my phone next to my head. It s not normal to have non stop wi fi radio going trough my brain. Please resolve problem with a bug fix update. Best regards. Still an iphone fan 🙂 keep up the good work!

It's not a bug and Apple isn't going to fix this. Read this article which explains how Wifi and Bluetooth works in iOS11.

As others have stated, it is because that is how Apple designed it. Whether or not your appreciate that logic does not matter. The link provided earlier explains the design change, so that is the closest logic you will get. Use Bluetooth and Wi-Fi in Control Center with iOS 11 - Apple Support Switching methods have changed. If you wish to do it quickly and easily, just ask Siri to turn off wi-fi and your done.

Yes, the Control Center does provide shortcuts. As it happens, it doesn't provide the shortcuts you want. That still doesn't mean anything is broken. The shortcut that was added is extremely valuable and something a lot of people had been asking for for years. I understand you don't like the change. But, again, that doesn't mean it was a bad idea.

Rather than quote from Wikipedia what how it thinks Control Center works (it's wrong), I'm going to link to how Apple tells you it does work:

If it is a trusted network at your work that you have previously used but for some reason you don't want to connect with it that is the whole point of the new behavior. Tap the button in control center and it will disconnect from that network. It should not reconnect with it unless you leave the proximity of the network and then return. The whole idea is then when you get home to your trusted WiFi network and want to turn off the lights, lock the door and adjust the thermostat with you HomeKit devices you do not have to remember to turn WiFi back on.

And if merely having WiFi and Bluetooth on is bleeding your battery then you need to get it looked at, you have a hardware problem.
