I finally cracked it. I had to Reset, but I didn't have to reset the whole phone thank god. I just went to
Preferences > General > Reset > Reset Location & Privacy
After I did that, I was able to get the Significant Locations widget to work. It's useful!

Try opening maps because after I toggled on significant locations I had to open maps and agree to terms and stuff for it to work for me.. other than that , I’m not too sure
In “location services” scroll down and click on “system services” scroll a little bit and you will see significant locations and then just toggle it on!
