Hi
If you are referring to a message that you have received, rather than to an actual charge to your payment method, then - to check whether an email or message is, in fact, from Apple - follow Apple's instructions here:
To check your past purchases:
See your purchase history in the iTunes Store on a Mac or PC - Apple Support
If you have opened a phishing email or message (which is designed to trick you into disclosing personal information such as your Apple ID, password and/or payment details to a third-party), then:
If you think your Apple ID has been compromised - Apple Support
Contact Apple for help with Apple ID account security - Apple Support
http://www.apple.com/legal/more-resources/phishing/
If you have actually been charged for that amount and do not recognise what the charge relates to, then:
iTunes Store charges on bank, credit, and debit card statements - Apple Support
(I'm afraid that no-one here can look into your billing issue to assist you directly. This is a user-based technical support community - you are not talking to Apple here).
