Safari/Preferences/Advanced - enable the Develop menu, then go there and Empty Caches. Quit/reopen Safari and test. Then try Safari/History/Show History and delete all history items. Quit/reopen Safari and test. You can also try try Safari/Clear History…. The down side is it clears all cookies. Doing this may cause some sites to no longer recognize your computer as one that has visited the web site. Go to Finder and select your user/home folder. With that Finder window as the front window, either select Finder/View/Show View options or go command - J. When the View options opens, check ’Show Library Folder’. That should make your user library folder visible in your user/home folder. Select Library/Caches/com.apple.Safari/Cache.db and move it to the trash.

Go to Safari Preferences/Extensions and turn all extensions off. Test. If okay, turn the extensions on one by one until you figure out what extension is causing the problem.

Remove Simbl & see if that helps : it won't do anything useful on El Capitan, so far as I know.

This problem appeared just after upgrading to Safari 11.0 on el Cap. Emptying cache and restarting Safari did the trick.

Safari will not open so I could not delete the caches, I am currently using Chrome and all is working fine. I tried to restore from Time Machine and it will not restore just Safari.

I still have the problem on my wife's iMac, early 2008. We rebooted it after the banner came up, and that did us in. She is using Chrome now since Safari will no longer load, and it cannot be downloaded from Time Machine.

I did the clean up on the Mobile Me, but when I attempt to find "Show Library Folder" it is not an option.

As far as options go, I think I am out of them... Rather than rebooting I should have deleted the caches as per your instructions. Too late now, it looks like she has the choice of using Chrome or Firefox, or reload El Capitan to get Safari back. At this point, I think I'll have her continue with using the alternate browser for now, unless reloading the OS becomes my only option.

If you have a quick solution beyond what you've already given me, I guess I'll continue with this path.
