I’ve had that happen to me. What it means is u tried to make a iap purchase and it went through but ur bank denied the transaction, so you owe apple momey for the ipa. Only way to solve it is to put money into ur bank and re enter your verification number. Or u can buy a itunes card reddem it on itunes and the ammount owed will be taken off the card. Or log onto itunes go to store purchase’s and it should say u owe this amount. And then if u have enough cash. Buy a card for 10,20,25,50,100. Redeem it. And it’ll do the rest and ur payment info wont need to be updated.
Try this:
Go to Settings > iTunes & App Store > (click your Apple ID) > View Apple ID (enter your password if needed) > Payment Method > Select None.

Just know you aren’t alone in this ,many others (such as myself) is stuck I have three options ,try to redeem a code or put a card where apple register as enough balance OR (the best option) Contact iTunes and see they can remove your card
