Sync & charge cords

My 4th gen iPad has been updated to iOS 10, and I need a new usb sync cord - 8 connector prong. Does it need to be a sync cord specifically as an upgrade to sync my iPad to iTunes on my windows laptop? I can't get it recognized with my old cord, and it is not locked? I tried everything else including complete recovery, and updates.

iPad Wi-Fi, iOS 10.3.3, 4th gen - 2nd owner

The same cable is used for syncing and charging: Lightning to USB Cable (1 m) - Apple

Have you tried the following: If iTunes doesn't recognize your iPhone, iPad, or iPod - Apple Support

Yes I did, but I do not get a message to reply back between iTunes/laptop and my iPad. The iPad works awesome for anything else though, except I cannot purchase anything in the Apple Store either.
