Apple music for iPod shuffle

Is it possible for me to put my Apple Music library onto my iPod shuffle? When I try to it tells me that I need to have iCloud Music Library turned on but I can't find out how to turn it on.

No. iCloud Music Library requires an Internet connection which the iPod shuffle cannot attain. Apple Music can only be used with an Apple TV, iTunes (on PC or Mac), iPhone or iPad. The only iPod that can use it is the iPod touch.

This is so frustrating, I am even willing to buy a specific song because I gave my 3 year old my old ipod shuffle and she LOVES a certain song that I've downloaded and play in the car but can't add to her little ipod. Does Apple not understand a 3 year old tantrum because she can't hear a Taylor Swift song. Kill me. please.
