The built-in Weather app disappeared from my iPad mini 4 after upgrading to iOS 11, It cannot be found in App Store either. I've also tried reset Home Screen layout - still gone.

The iPad has never had a native iOS Weather app.
You may be remembering a weather app you had previously downloaded, or your iPhone.
I managed to Air Drop the app link from my iPhone to my iPad only to get this message - screen attached.
