Old deleted pictures are coming back when I restore my iPhone.

Previously I have had to restore my iphone and back everything up. However once I restored everything, old iCloud backup pictures THAT I HAD DELETED from my iPhone has appeared back on my iPhone. Not too sure how or why this has happened? If I permanit want to delete a photo from my iPhone, do I need to delete it from my iPhone as well as iCloud? Because this problem has kept happening over the years every time I restore my iPhone and I would really love some help as to how I can make this all stop for good (having old deleted photos that I deleted from my iPhone years ago, re appear every time I restore my phone (they are backed up to iCloud so I'm not sure whether to start deleting photos from my iCloud instead of iPhone).
