I think you are trying to Install from a downloaded disk image of ElCapitan Installer copied to a USB-stick. This method is not supported. You need to have manufactured a BOOT-able Installer USB stick, using the Installer image AND other tools.

There is another alternative, but it requires you to use Recovery HD to directly Install from the Internet.

On your Boot Drive, there should be a partition named Recovery HD. It is sometimes visible when you hold the Alt/Option key at Startup and can be selected to boot from. Alternatively, it should be selected automatically when you hold Command-R at Startup.

Recovery contains yet another copy of the Utilities, and the Install MacOS button in Recovery should be willing to Install a fresh copy of MacOS, but only for the Apple-ID used to Install the previous version -- it may ask for the password that matches that Apple-ID. The MacOS software will be downloaded to you, even if you have a copy sitting nearby.

--------

If you have an additional 8GB or larger USB stick, you MAY be able to use these very cryptic instructions with Terminal to modify the download you have, and make a working USB-Installer. The article should be available in many languages. The spacing of the items in these commands is absolutely critical, because many of the names have embedded spaces, which must be specified literally.

There is another bug that will stop some people, like me minutes ago.

The first time through the OS X El Capitan reinstall (after an erase then setting up the wifi password, something which is NEVER mentioned), you're main disk may not show up, only the "Recovery HD".

Turns out if you reboot and go through the OS X reinstall (and WiFi setup) again, the main HDD using the name you gave it the first time through, WILL show up, so not all is lost! It's just another bug.

Mine was a Mac Book Pro 5,5 still a nice machine in 2017.
