You don’t. If you somehow find the Windows version of Safari, it’s insecure, and if it came from a non-Apple site, may contain malware.

The last update to Safari for Windows was in May of 2012. Any copies left on download hosting sites, even if not infected with malware, simply do not have the security features needed for web activity in 2017.
