This is the biggest case of "It's not a bug it's a feature" that I've ever seen. Where can I file a bug against Apple to actually be able to quickly toggle my radios again?

They would most possibly arrange a date for you to bring your device in to the Apple Store if you can’t get future advice on the matter.

There is nothing stopping you from turning off BT, WiFi, cellular data or your entire phone (really the only way to prevent the government, the only entity really likely to be tracking you, from doing so).
