How do you enable the quick type keyboard.

Those symbols over the numbers are different than the ones new with iOS 11. The symbols over the numbers you show were always accessible using the shift key.
Are you sure you’ve installed iOS 11?
Please check Settings > General > Software Update.
Sorry, I should have clarified. The 12.9” iPad Pro cannot split the keyboard. I only referenced that article for the keyboard illustration. In hindsight I did mislead you, and I apologize.
I did think the undocking worked on the larger iPad Pro, but I may be wrong there too. I have the smaller iPad Pro.

There are no number keys on the QWERTY keyboard. To type a number, you would either have to flick the top row of the QWERTY keyboard (e.g., to type “6”, flick the “y” key), or go to the numeric keyboard.
If I go to the numeric keyboard, I see no symbols over the numbers.
I also don’t understand how you got those symbols to the right of the “P” and “L” keys on your keyboard. I cannot reproduce that keyboard.
Might you have the larger iPad Pro? All the keyboards I’ve seen, both in the illustrations and my iPad, show fewer keys on the keyboard.

I just have the regular QWERTY keyboard without the alternate characters. Nothing in Settings>General>Keyboard>Keyboards other than other language keyboards.
Enable Key Flicks is set to "on". I can flick the number keys to type the symbols above them, but all of the other characters as seen in the screenshot are not there.

I have a First Gen. iPad Pro 12.9 inch.
Even this article from February does not show a keyboard with all the keys you show.

When I follow the instructions in your link to split my keyboard or undock it, nothing happens.
Maybe these features aren't applicable to First Gen iPad Pro.
Check Settings > General > Keyboard > Enable Key Flicks
