Safari 11 does not share tabs in iCloud

Ever since I upgraded Safari to version 11 (Version 11.0 (12604.1.38.1.7), it stopped syncing into iCloud. I can no longer visit its open tabs on my iPad/iPhone.

Curiously enough, it works the other way around, meaning I can open tabs from iOS devices on my MacBook.

Adding a new bookmark in MacOS goes through and appears on iOS devices. So it seems that just the open tab feature is somehow broken.

I tried restart, turning off/on Safari sync in iCloud settings, but sadly nothing works. Does anyone else have the same issue?

I have MacBook Air (late 2011) with fully updated Sierra installed. I do not have any backup to use.
