Do you have a work email Exchange account on the iPad? Some IT policies prohibit the Never option.
I didn't realize that the policy changed at work earlier this year and apparently that was restricting the options. Once I removed the work email exchange everything went back to normal. Now I can't access my work email, but who cares!
Depending on the mail program you use, you may still be able to get your work e-mail just via a web interface. For example we have Office 365 so there’s a web portal....so maybe something you can ask your IT dept about and see if there another way.
Often if you use the web interface, which requires the password to be entered, you can have the best of both worlds, the screen always on and still getting work mail since they can set browser sessions to time out, which keeps them secure
