Did the function of the volume rocker change with iOs11? Even on my home screen, it will only change sound volume, not ringer volume. Even if I toggle the silence switch, ringer volume will pop up, but if you hit the rocker button, it changes volume instead.

Ringer volume was always controlled separately.
In iOS 11 go to Settings > Sounds & Haptics > Ringer And Alerts > adjust slider.
I found the setting.
Settings-> Sounds-> part way down, there is a switch to set the rocker buttons on the side of the iPhone to control Ringer Volume or the general Volume.

That is not true. It always adjusted ringer volume unless something else was playing a sound (app, music, safari, etc...)
