When my son and I both upgraded to TVOS11 on our AppleTvs, we did not see the TV app and TV shows iTunes icon on our AppleTVs. Logging out of our iTunes account and then logging in and choosing our territory solved our issue. We were able to use the apps, watch all the TV and Movies shows we purchased.
Sounds like you are viewing the French store.
Your license to watch Movies etc that you have licensed for viewing in the USA does not permit you to download the content from another country.
That's exactly my point ! I am logged onto my USA account in France (a shame I have done for many years) however it no longer allows me to see my purchases and only shows French movies
This would suggest the latest update of iOS 11.0 now use location via vpn and therefore I can't watch me account from abroad which means the 15000 use I have spent on owning the right to watch movies no longer applies ! Either apply need to rectify the situation or given the change in this they need to refund people their money as I no longer have the right to watch movies from abroad which is the only reason I used Apple in the first place !!!!!

You might have been able to, but in when you agreed to your license you agreed that you wouldn't and acknowledged that Apple had the right to introduce measures to stop you.
I'm not saying this is what is happening here, indeed I believe a number of users might have experienced this and Apple may be looking into why this isn't working, but that doesn't change what the license actually allows for.

That's not what I said, your license allows you to view it anywhere, but it only allows you to download it from the store you licensed it from. I'm not saying you haven't actually been able to do this or that you won't be able to do so in the future, but that technically the license doesn't allow you to. That's a big difference.
I think this is an issue at Apple's end of things and other than signing out and back into your iTunes account I don't have anything else to suggest. I suspect the problem is at Apple's end of things and that as there are numerous reports of this issue they may well be looking into it.
However, the fact remains that your license doesn't actually allow you to do what you are doing and gives Apple the right to block you. I'm not suggesting they will do or ever have done, but do feel it was worth mentioning. Having mentioned it there really is no point in keep going over it except that you keep saying it's incorrect, it isn't.

I'm not sure that's correct - there have been many posts over the years say from US armed services personnel where they've successfully used their US accounts abroad.
For sure it has always worked from abroad ! Winston is incorrect in saying it's only licensed for viewing in USA ! I have been watching in France for 10 years on my USA account ! I believe (as do apple) it's an issue with the iOS 11.0 update they are checking it now (either that or the French have changed their laws with USA in the last few days !
Either way my account no longer allows me to watch purchased items abroad for now !
Odd, I don't remember people saying they wouldn't - they were in their eyes legitimately using their home accounts whilst travelling (working in the case of military personnel) to stream content they'd bought at home in the US, or at least via the US Store.
It does add a certain complexity to iOS/tvOS devices if people can no longer stream music/TV/movies to their devices if they travel abroad. I appreciate there are all manner of licensing issues which might prevent Apple allowing this going forwards, it just shows we have a completely messed up business model for media sales in a global 'connected' world.

Apple has never been isn or vpn location specific ! It works on you address and credit card location ! Hence I use Apple and not another provider ! If this has changed it Means the movies I "own" are no longer available to me abroad ! Which means i should be refunded the monies I paid or the "new" problem should be resolved !!!!! That's not what I'm saying, I'm aware people have been able to download content, the point being they agreed they wouldn't and that Apple could take steps to stop it.

Issue being that I can't watched items i have previously purchased on my USA account whilst being abroad (currently France ) infact it says I have no purchased items at all !!!!!
