WHERE CAN I BUY AN “APP STORE TOP UP CARD” TO INCREASE MY BALANCE (CURRENTLY AT $0.31) TO BUY A NEW APP

I got an iPad Air 2 (iOS version 11) and I live in Windhoek, Namibia down here in the South Western hemisphere of Africa (west to South AFrica).

I have two Login Id’s and access to two iTunes stores:

• One in America
• And one in the South Africa

I want to buy an app called “Marvin Classic Ebook Reader”; I’ve done many online purchases via PayPal using my FNB Debit Card (VISA) account, other than the Apple Stores mentioned above (Apple rejects the method of payment because I am not living in Apple’s listed countries like France, England, Italy etc.); since I am not permitted to use the above method of payment because where I live, where can I buy an “App Store Top-Up card” using the above method of payment? My iTunes account’s current balance is $0.31? the local Apple agents doesn’t sell them anymore (top up cards), and are at wits end to help me in my predicament.

Also how do I get my account with a small balance like mine to zero, so that I can change my country of residence, and explore other options? Apparently a zero balance is perquisite in doing so.
