It does not currently appear to be possible to control the volume of Siri's voice.

Hi Jonathan,
There doesn't seem to be instructions on how to lower the volume of Siri's voice, it's either on the loud fixed volume or off (control with silent mode). Is there anyway of getting something in between?
Cheers.
There doesn’t even seem to be an “off” setting for Siri. I have my Watch on silent mode and she still speaks her answers through the speaker. Silent mode SHOULD mean silent but apparently not in this case.
If I reduce the volume on the watch itself, I can lower her volume. If I use the watch app I cannot. Oddly, I can increase the volume using the watch app but lowering it doesn't seem to work even though the slider changes.
This is so bizarre. I've been wondering the same thing and have tried lowering my volume to no avail. After reading this thread I did the "Hey Siri" thing to see if it was actually lower and it was! Then I pressed the Digital Crown and she was still super quiet to the point I could barely hear her. So yay, it finally worked! But then I turned the volume up a tad and all of a sudden, she’s back on full volume! Tried turning it down and nope, she’s still loud. So I do “Hey Siri” and she’s quiet. What gives?? I guess “Hey Siri” is the magic answer lol.
Hi
Follow the instructions here to adjust the volume on your Apple Watch:
To turn Siri Speaks off with Silent Mode:
On your Apple Watch, go to: Settings > General > Siri > select Control With Silent Mode.
Oh thank goodness. Now all we need is a way to make her whisper. :-)
Adjusting the Alert Volume under Settings -> Sounds & Haptics works fine for me, can lower Siri’s voice to a whisper, maybe my device is special 🙂
Yeah, I just tried that and Siri is the same volume no matter where I move the slider. And "whisper" would definitely NOT describe it. The guy in the next office can hear the replies. :-)
Very strange! Worth noting that I’m on Series 3 (Wifi only) and works perfectly for me, she can get very loud and I would’ve turned her off if it weren’t for this.
I have the Series 3 (Wifi only) and it's either she's screaming at you or you turn her to silent mode, but nothing in between. Now I just have her on silent mode.
Glad to know it isn't just me. It's either off or loud.
Using Hey Siri sound is lower than pressing Digital Crown. Don’t ask me why... I prefer it on higher volume.
I confirm, pushing the crown she shouts, and 'hey siri' she whispers in accordance with my volume setting.
