"Please contact iTunes support to complete this transaction"?

I made a new Apple ID and factory restarted my phone. When I tried to download a free app, it took me to my information. I put in my address and my phone number, and selected "none" for the credit card information, but it doesn't let me move on. Instead, it says at the top "Please contact iTunes support to complete transaction."

Then contact iTunes support. You cannot select None, see this support document. If you can't choose None when you edit your Apple ID payment information - Apple Support

Generally, you cannot select none if you created a new Apple ID.
