No there is not unfortunately. The best thing you could do is report your lost or stolen device to your local law enforcement. They could not track your device with the serial number, but they could help trying to figure out where your device is!

You cannot track the device with the IMEI or the serial number. If you did not have Find My iPad active before the device was lost/stolen, then you will not be able to track it. Find My iPad is the only method to track the device.
