Thanks for reaching out via the Apple Support Communities. From your post, I see you are attempting to remove the Safari History and Website Data under Settings > Safari, but have noticed that the option is greyed out. I'm happy to provide you with some information!
The "Clear History and Website Data" option will be greyed out if there is not history or website data stored in Safari. This would happen if Safari has not been used since the last time the history and data was cleared on the iPad. The next time the Safari app is opened, the option to clear history and data should become interactive again.
