why do you need a sim card to activate iphone

i don't have a sim, im a kid and i don't have a sim, i can't get one and i can't activate my iphone 5 without one

The sim identifies which carrier the phone uses. Sim cards are available at certain stores but if you can not get one then your phone is essentially just an iPod touch.
