Sharing Photo Library among multiple users no longer works under High Sierra

I have two user accounts on my Mac which share a common photo library. This is set up as per Apple's support document under Sharing photo libraries among multiple users - Apple Support.

This used to work under Yosemite, El Capitan and Sierra but it does no longer work with High Sierra.

After one of the users has used the Photos App, the other one can no longer open it and receives the "library in use message". Of course the first user has closed the Photos app.

I found out that the process "photoanalysisd" is blocking the shared library. As soon as I terminate that process for user A, user B can access the library.

I know the process is related to the facial recognition and that it is scanning my pictures in the background. It was also there in Sierra but back then it did not cause any problems.

Any advice how to resolve this?
