Screenshot mouse tracking speed slows down (Annoying)

I don't know if anybody else is experiencing this on the new 10.13 os update, but I just feel unspeakable irritation with how CMD+SHIFT+4 behaves now. It slows the mouse tracking speed down more than twice. Even more irritating part: It only behaves with a mouse, not a trackpad (At least I don't feel it on my MacBook Pro trackpad).

Here's a gif that shows the issue:

As you can see, the Mouse slows down significantly. I had to make screenshots all day today, and honestly this is most confusing/irritating/annoying feature that has been added. With many new features that have been added or adjusted, I don't see this one being able to get "used to". I make screenshots every single day, and now I have to remind myself that I need to put my cursor on the spot at the right time. In example of a live video: I have two external monitors with a macbook screen opened, and my coursor was on the far left monitor and I had to quickly take a screenshot. And guess what, I couldn't. I didn't even realize where my mouse was at that point, where did it get stuck at.

Is there a way to change this back to what it was? At least what was the reason for this? Any data that can confirm this is the best design decision for the 50% of macOS users?

Sorry if this doesn't make any sense. Here's a video: https://www.dropbox.com/s/dkruqosi91nyusd/mousefreedom.mov?dl=0

The issue with Screenshots is that the Mouse Tracking speed is reduced, whenever you hit CMD+SHIFT+4. On a video you can see how freely mouse moves around until I hit the screenshot shortcut and it just drags around a tight spot. Between those moments, I don't change the way I move my hand with my mouse. The tracking speed is changing and is slowing at least twice.

Having this issue as well.

Mouse: Razer Orochi

Tried installing their 'Mac driver' allowing mouse management from the Settings: Did not help

Tried installing Synapse (their cloud-base mouse config management system) : Did not help

I noticed that the issue also occur while hovering wither text or some software rapidly: i.e. Moving my mouse on an email preview in Mail slows the mouse down...

I tried a Microsoft mouse (20$ mouse from a cheap kit keyboard/mouse) and a HP Mouse (OEM mouse) --> Works perfectly fine... no issue at all...

it works fine for me (mac mini 2010 with magic mouse 2)

since some users said "it works fine for me", i would login as Guest account and see if the problem is in that fresh account too (many probs after upgrade are due to "old" settings in $HOME/Library that are not relevant - but deleting that can cause loss of things like "game saves" - so careful)

do you have "desktop zoom" enabled and if so do you have that turned off (fully zoomed out)?
