Also having this issue, iPhone 8 Plus, trying to use the hotspot with either a MacBook Pro running High Sierra or an iPad Air 2. Neither works.
Trying with the MBP, I get the dialog on the phone asking to share my hotspot. I say OK and then get a prompt on the Mac to enter the password. I then get an invalid password error (it's not invalid). I see the blue bar flashing a few times on the phone, like the Mac (or the iPad) is trying to connect, then it fails.
I'd suspect macOS, but the iPad is doing it too. And my hotspot was working fine before this.
There was an update that came out last night 11.0.1 after updating my phone it started working. Hope this helps!
Should work but didn't so tell them about it.
In the meantime:
Restart / Force Restart
Maybe it won't help, but try to make sure that there is no special charaters (like emoji) in your iPhone's name. I once have a problem like that and it did the trick !

Personal Hotspot is a carrier feature, what did they say when you ask them?
No special characters. I used the hotspot three days ago on my iPhone 6s. Never had any issues with it until now
I work for T-Mobile and they said the feature should work that it’s included in my plan.
I get a pop up error message, which won't disappear. Restarted both devices, but no luck sofar. iOS 11 and High Sierra.
I have 11.0.1 installed already, but the issue seems to be on the MacOS side.
Last time working outdoors, it worked again, but it losses connection from time to time, especially when inactive. After a while I couldn't connect to personal hotspot anymore.
