Siri Remote IR Functions

I use a Logitech Harmony remote to control my entertainment system which includes an Apple TV. The Harmony implements all the features of the Siri remote with the exception of: (1) Siri, and (2) pulling up the multi-tasking/force quitting apps screen by double clicking the TV/Home button. When I click the TV/Home equivalent button on my Harmony remote twice in quick succession its as if I pressed them spaced apart. Logitech tells me this is because the Siri remote communicates with the Apple TV via Bluetooth. To me this explanation implies that the remote interprets the double click and sends a signal to the Apple TV which is distinct from two TV/Home signals in rapid succession. They tell me there is nothing they can do about this, so I'm asking (1) is my interpretation correct, and (2) if so is there a distinct IR signal already implemented, or can you implement a distinct IR signal so that this feature can be added to Harmony remotes?

Just my two cents, but since the whole point of the Siri controller is to use Siri, I don’t see why Apple would be interested in spending engineering time and effort to modify their controller to work with third party devices. If Logitech wants to sell controllers that emulate other devices, they should re-engineer their controller, no?
