Is CS3 compatible with macOS High Sierra?

Adboe flatly will tell you no and Apple does not design OS's to be compatible with older software from Adobe. Depending on your workflow you may or may not be able to use the software.
Generally Photoshop seems to be somewhat compatible with versions of OS X it was never intended to be used in, Illustrator and InDesign tend get very unstable as you use the higher features.
Use it at your own discretion if it works.Any success or failure you run into will be no ones responsibility to ever correct.

Let me add a point to the answer of JimmyCMPT.
High Sierra will not run 32bit SW. If CS3 is 64bit you can try.
Photoshop CS5 can be started as 32 or 64bit. I do not know about CS3.
Before installing HS I will run my PS CS5 and be sure to set it to 64bit.
I've found that Illustrator, Photoshop, Bridge, etc. work ok, but Adobe InDesign is a complete mess, and I can't even use it. I wish that I didn't upgrade to High Sierra for this reason alone!

Sorry. Not true, although High Sierra will be the last version of macOS that will run 32bit apps.
