Requiring human interaction seems like such an easy way to foil spammers. Like a Captcha for the rest of us. Keeping lists of bad numbers is pointless anyway, as the spam-bots create new ones on the fly.
Except it wouldn't require human interaction. All it would require is for the robo calls to be programmed to send the appropriate tone as soon as the call was answered.
Verizon landline used to (maybe still does) offer a service on landlines where you could require people to state their name. You would pick up the call, hear the name and decide whether or not you wanted to take it. It's never been available for Verizon cell phones to the best of my knowledge.
I've found the easiest thing to do is not answer calls except from people I know. If it's a real person calling, they will generally leave a voicemail.
