Can’t update apps-says family billing issue

My sons phone won’t let him update the apps. It says “there is a billing problem with a family members previous purchase. Ask the family organizer to update billing info”. I am the family organizer and I have already updated the payment info. My purchases and updates are going through without a problem. This has been going on for a month or more. I have signed out of his iCloud and then back in, signed out and in of iTunes. Please advise on what I need to do. Get very frustrated!!
