SOLVED! It supports WPA2-Enterprise network.
Note in the linked document it says:
In tvOS 11 or later, you can also use Apple Configurator to connect to your Apple TV 4K or Apple TV (4th generation) over a network.
The official guide still states that a USB connection through service port is still needed to configure Apple TV

Apple has removed the usb-c port/service port which was the only way to push profile to Apple TV. I really like the new Apple TV, but if it doesn't support WPA2-Enterprise, it is of no use to me.
Ah, OK, didn't realize it was your home network. In that case, if you cannot connect both devices to another network to set it up then you won't be able to connect at home unless the security protocol changes.
The link you provided states that Mac and Apple TV 4K has to be connected to the same network in order to push profile, the problem is my home network is WPA2-Enterprise.
