When I'm on my wifi network at work, I can access my Windows Server network shares with my iMac without a problem. Is there any way to access those same shares using the Files app on my iPad with iOS 11? How would I set this up?

Hi. I don't think so. The Files app seems focused on cloud servers, supported by apps on the iPad.
I use two apps that can access SMB shares. One is FileExplorer Pro. The other is GoodReader, which is much more than just a PDF reader. They both have websites where you can learn more: https://www.skyjos.com/fileexplorer/ and http://goodreader.com/index.html.
