Make sure iTunes is closed before ejecting. If it is and you still get that message, try the section in the section regarding "Restart the iTunes Service":

Were you trying to eject the Pod from the iTunes window/application when the message appeared? I have occasionally received the same message on my Macs. My solution was to Quit (Close, in the wintel world) iTunes and drag the iPod icon to the Trash. You might try this if OAriO's suggestion didn't work for you.
Another suggestion is to take note if the USB ports on your computer are active, i.e. charging your pod, when the computer is sleeping or off. If the USB ports are not active in those states then sleep it or shut it down and then pull the pod free. Good luck

"Make sure iTunes is closed before ejecting"

how can i eject when i have closed itunes? are you talking about ejecting the device from the system tray?

i'm hesitant to close itunes or reboot while the yellow light is blinking and even windows considers the device to be in use.

i just posted what is below to a question about not being able to see the contents of the shuffle when in itunes. when i realized the answer to my problem there, my problem about not being able to eject the shuffle because of another application using the files was solved:

.... to recap: i had 2 problems: one was that i couldn't see the contents of the shuffle. the other was that i couldn't eject my shuffle. when i tried to eject, i kept getting the message that i couldn't eject because an application was using the files on the ipod. when i clicked the icon of my shuffle i got the picture of the ipods with the heading "ipod + itunes," as i recall. there were no settings or content tabs.

now i realize there were no tabs because i had not finished the registration of the shuffle on my pc. i had registered the shuffle on the website without using itunes. i didn't realize that there was more i needed to do in itunes because i couldn't see all of the buttons in my window. when i followed through with the registration in itunes all the way to the end, the 2 tabs were revealed and the songs that i had already loaded on the shuffle were listed in "contents." and, i was able to eject the shuffle. apparently itunes (or whatever) was still looking for a completed registration and wouldn't release the shuffle. sigh.

if you can not see the settings and contents tabs in itunes when you click your shuffle in devices or you can not eject the shuffle, look at the window with the picture of the ipods in itunes. there is more below. complete the registration (i had already done so on the web earlier, but my itunes was not complete.).
