Where is the User Library in High Sierra and why has access to it been restricted ?
the old terminal command to unhide the user Library (chflags nohidden ~/Library) no longer works in High Sierra. But we believe our work around will simply be to use a new Finder keystroke that lets you view hidden files and folders in a specific path you are presently in. Command-Shift-. (as in period), will unhide all items within the folder you are looking in. Example:
. From the Finder, press Command-n to open a new window
. Select your home folder from the sidebar
. Press Command-Shift-.to unhide all items inside your home folder
. The hidden items will be grayed, but you can still navigate thru them
. Press Command-Shift-. again to rehide those hidden files/folders

User Library Folder has been hidden since 2014.

Finder Go Menu -> Go Folder... type "~/Library"
Well, i start with Finder and then from the " Go " drop down menu select " Library ". If you prefer using " hot keys " then while in Finder hold down Shift + Command and type the letter L.
This method does not work on my version of High Sierra (10.13.2). The view options dialog box offers about 1/2 the options as before; among omitted options is to show the Library.
