AUTOMATIC REPLIES WHILE DRIVING

Is there a way that an auto reply can be set up while driving - We have to be hands free and selecting a pre-generated makes you touch the phone. This is illegal in California to text while driving and also against my company policy of texting while driving. Any HELP on this?
