Removing website data "names"

When I go settings> safari> advanced> Website Data, and attempt to remove the "names/ web addresses" etc by editing ...or any other means, the web address always reappears. How do I remove these listing ...permanently?

iPad Air Wi-Fi, iOS 10.0.3

Hi. I think all you can do is delete data for a given domain name. Swipe left on the item to see the Delete option, or tap Edit at the top and use the ➖ buttons. Some data cannot be deleted; this is an ongoing problem. See for example this thread, link: Why can't I delete website data in iOS 10.3?. And some data will come back as you continue browsing, so nothing is permanent.
