AppStore touch id misbehaving

On my kids' iPhones the AppStore always forces them to authenticate by typing their password when purchasing - whereas on ours we can simply touch id away... all of our devices are setup identically to allow touch id for iTunes & App Store. How may I fix this?


Also, used to be that we could Approve a kid purchase simply by Touch Iding - but now we have to type the password instead - no option to Touch Id even pops up anymore - what setting may I revert to, to get it to work again?

I toggled the touch ID settings and went thru the boot cycle but no luck! The only thing I can think of is that maybe Apple feels that minors should have to type in their password for App updates (not purchases - those can simply be Touch IDed after permission) while adults can Touch ID away for both purchases and updates but not for approving child purchases - those still require typing in the password. Weird logic, to say the least...
