Does anyone have an answer to this problem? I too have hard reset the watch, while connected to the charger the entire time. Still says too many passcode attempts. I have unpaired it from my phone and now rendered my phone as a useless device in aiding the reset of my watch.
I have the Series 2, and I have to take my watch off for work and put it in my pocket. When I took it out at the end of my shift it said “Too many passcode attempts” and prompted me to reset the watch and pair it to my phone. I went through the process of resetting it and I proceeded to unpair it from my iPhone and now the watch is still stuck on the screen (even after resetting) and now it’s unpaired from my device so it’s not even showing up in the watch app or in Bluetooth! What did I do and how can I fix it?

Follow these steps to erase your locked Apple Watch and re-pair it with your iPhone:
- Connect your watch to its charging cable, connected to power.
- Whilst keeping your Apple Watch on the charger:
- Press and hold the side button until you see the Power Off slider.
- Press firmly on Power Off (do not try to slide it - just press down more firmly than a normal tap), release your finger, tap on Erase all content and settings and confirm when prompted.
- Re-pair your Apple Watch using the Watch app on your iPhone, choosing to Restore from Backup if offered the option.
