I HAVE FOUND A WAY AROUND THIS ISSUE
I have noticed that in Telex mode, when you type a word, there is an underline beneath the word, this, I think, is to show that the word is not complete. The word is only complete when you hit the Spacebar, then the underline disappears. I believe this is the cause of conflict preventing users from using Command-A or Command Z.
I have downloaded the Unikey app for Vietnamese (http://www.trankynam.com/gotv/macos/), I put the input mode of the Macbook system in U.S and turn on the Telex Function on the Unikey App.
This way, I can prevent the Macbook System to track every Vietnamese words I type and, thus, I can use Command-A or -Z or whatever.

Not sure if you find the way to work around this issue but I still leave my solution here in case of someone else has met the same problem.
This is caused by the Universal Clipboard, perhaps there are some updates in High Sierra that made it not compatible with Telex input source anymore. The only work around way is that disable Universal Clipboard by go to System Preferences > General then uncheck "Allow Handoff between ..."
Hope Apple will fix this issue soon.

It’s possible to have keyboard shortcuts for one app that conflict with another app. For example, Command-Space bar opens the Spotlight menu, but in another app it might be used for switching between different input methods.
Choose Apple menu > System Preferences, then click Keyboard.
Click Shortcuts. A yellow warning triangle appears next to conflicting keyboard shortcuts. Click the shortcut, then change it.
Just updated High Sierra today to 10.13.1
The Telex keyboard problem is fixed for me. I can now use Cmd with other keys 🙂.
I tried to re-adding after remove Vietnamese Telex and restart, but it is not effective. And I think this is bug from High Sierra update, since I found someone have same issue: Can't use shortcut ( ⌘+A, ⌘+C, .. ) when input source is Simple Telex, Telex ( Vietnamese ). I think we must wait Apple Developers team to fix this problem.
I have tested and found this telex typing mode (Vietnamese) problem also happens with Pages 6.3.1, Keynotes 7.3.1 and Numbers 4.3.1 under macOS High Sierra (only Space key works when Caps Lock is enabled). I can not type the right thing in Vietnamese with the use of special characters such as /, \, ", ', etc. as expected. Under MS Office for MacBook, the problem includes all the things mentioned.

I have exactly the same problem.
When I am in Telex Mode, I cannot use Command a (Select All) or Command z (Undo) but when I change into U.S. mode, things are normal. I think this is a small problem with High Sierra!!!!!
It's strange that it worked for me yesterday.
Anyway I do a fresh install mac OSX this morning and currently this problem only happen with firefox and slack client. Chrome is working fine, I can select and paste with Telex enable.
Seems like it only affects the browser-related programs.
I have the same problem, can use Cmd with any key for shortcut in Telex.
It forces me to change input source to be able to use those shortcut again.
This issue only happens when I upgrade to High Serria.
And I don't want to use unofficial input source anyway.

I dont have this problem even in macOS High Sierra (13.10). I think you should update your Word to the latest version (15.39)
I think it is not shortcut keys stopped working. When in U.S mode, I can use cmd+A to highlight all text, but in Vietnamese Telex Input mode, when use cmd+A, only 'a' character appear. But in macOS Sierra, all things is ok.

Exactly the same problem. MacOS High Sierra (10.13) built-in Telex and VNI keyboard cause all shortcuts stop working and the address bar frozen for a while on Safari. There used to be no problem on MacOS Sierra (10.12) and prior versions. Extremely annoying!
