After a clean install of macOS High Sierra on a brand new 17" MBP, I started seeing a border in any new window opened in TextEdit and the cursor is inside the border. The border does not appear if I open an exiting TextEdit document...only when creating a new document.

I think selecting "Wrap to Window" is essentially the same as I discovered by UNCHECKING "Wrap to Page" in TextEdit Preferences, which solved the problem. Now, "Wrap to Window" is not checked under Menu -> Format...it now shows only "Wrap to Page".
Oops! Should have looked a little further to solve it. Somehow I must have inadvertently checked the "Wrap to Page" box. When I unchecked it, the border disappeared.
From the TestEdit menu > Format > Wrap to Window.
