Iphone 5s keeps turning on and off

The iphone will not come on unless it is plugged in. When you plug it in the iphone blinks on and off every ten seconds. i have it connected to my computer but it will not connect to the computer so therefore i can not connect with itunes. i have also held down the home and power button while its connected and while is not connected. Is there a way to fix this problem?
