Photos stuck at "Updating Library 100% Complete" after High Sierra upgrade

Photos app stuck at "Updating Library 100% Complete" for going on 5 hours, after High Sierra upgrade. Option to Quit app is greyed out. Cannot use or access any app user interface or features. Just stuck on the last slide of the "Have Fun With Photos" tour. Cannot restart MacBook because getting message: "Cannot quit Photos while it is creating or opening a library" and then "Photos interrupted restart." Please advise. P.s. I DO NOT use iCloud Photo Library.

You should always backup before repairing the library just in case - and if you are using iCloud Photo Library it will trigger a new total upload of the library to iCloud which may require increasing your iCloud storage until it is complete

alt+command right after booting up the photos app worked. repaired the library. are there any downsides/side effects of the repair that one should be aware of?

give it till tomorrow and if it does not finish by then you will have to force quit - apple menu ==> force quit

hi larryhn. i'm having the same issue even after waiting and then doing a force quit today. any advice?
