I believe the chip can't do it because it doesn't have the circuitry to do so. But more importantly the cameras in the 8 Plus and X are different than any other model and the chip attached to the camera module is different. It is possible that someone might be able to write a camera app that would sort of simulate the portrait lighting mode but it won't be the same quality.
It’s not just the camera. Portrait lighting mode requires the processing power of the new A11 Bionic chips inside iPhone 8 and iPhone X.
I don’t believe that the old chip is not capable of doing these operations. I rather think that Apple uses not only new hardware but also software features to motivate customers to upgrade their phones.
Technology moves on, but hardware is frozen in time.
All new hardware can do more, that's why new hardware is created in the first place.
It's because Apple wants you to buy their newest iPhone and purposely remove features from older iPhones.
And you are more than welcome to believe that. It is your option. However, that does not alter the current reality which is that the feature is not available on the iPhone 7 Plus.

******* There was research about the hardware on iPhone 7 Plus in Germany and the 7 plus can have the new Portrait Lightling as well as the 8 plus. Unfortunately apple does not prefer git it to iphone 7 because to sell new phones. Especially selling the new iPhone 8 is a disaster for apple. It came on news :) And that’s why apple is not gonna this new Portrait option to the 7 Plus. To sell the 8 plus ;)

BTW, the iPhone X can also do Portrait Lighting with the front camera and Animoji but iPhone 8 Plus do not.

Do you have a link to this research? Is this research saying that the 7 Plus has the same camera and chipset as the one in the 8 Plus?
So when you used portrait lighting before how did it work? Did you get good shots with it?
