Can we restore photos recently deleted from recently deleted album

If you deleted a photo and then also deleted it from Recently Deleted, there is no way to recover it from the phone or from iCloud. If you had iCloud Photo Library turned on and also had it turned on in a computer and have a backup of that computer, you would be able to recover it from there.
