My iCloud drive is trying to upload a 75kB file but just hangs, with no progress being made. The modified document is an Open Office spreadsheet. I have several of these and have had no problem sharing them through iCloud in the past. Can I force iCloud to start uploading.

Try going to System Preferences/iCloud and stop syncing by unchecking the box. Wait a couple of minutes, then recheck syncing.
Last resort - have you tried signing out of iCloud and then sign back in?
Solved it. The answer to everything, turned the computer off and restart it. iCloud uploaded on restart.
How much free iCloud storage do you have?
