You can use iTunes to sync external videos directly to the "Library" tab of the "TV" app for viewing in the app's built-in QT player as seen in the example images below:
As you can see, this is a "full-featured" video player as opposed to the QL based player included in iOS 11 for video "preview" viewing in the "Photos" and "iCloud > Folder" or "iCloud > Folder > QuickTime" iPad storage areas. I.e., this player includes controls for "scrubbing" the timeline, switching between "fit within" and "fill" screen viewing options, volume, play or pause control, fast forward and fast reverse playback or skipping, PiP, and TV playback. On the other hand, the basic QL iOS-level player only has pause/play and image-based scrubbing controls as seen below:
As to alternative player software, I use apps like "Air Video HD", "Plex", and "VLC" for local and internet playback of my iTunes library files via server software.
