Watch S3 Siri has no Cantonese voice

My iphone language is English, Siri is Cantonese, my iphone works flawlessly.

However, my watch S3's Siri can only give Cantonese response in writing (no voice response). I charged the watch S3 overnight but the Cantonese voice still hadn't downloaded. Then, I switched Siri to China Mandarin on my iphone, then the voice download begun and Siri would speak back in Mandarin. But when I switch Siri back on Cantonese on the iphone, I get this error message " Siri will not be able to speak on your Apple Watch with the language you have selected". Any suggestions?
