Can I connect pc to apple display?

I've been forced to switch from a mac to a PC at work. I have two Apple thunderbolt displays I'd like to keep using. The pc is an HP elitebook 1030. It has thunderbolt 3 support via a usb c port. is there an adapter to connect to the thunderbolt displays?

If the laptop does have Thunderbolt (via USB-C connector), you will need a Thunderbolt 3 to Thunderbolt 2 adapter.

It has USB-C but no Thunderbolt. A Thunderbolt 3 plug will fit but it won't work.

There is no way to use Thunderbolt displays with computers that don't have Thunderbolt. There are no adapters, cables, or converters that will help.
