MacOS High Sierra netinstall will not start if ssd was pre-formatted into APFS.

macOS high sierra netinstall requires ssd to be formatted in Mac OS extended file system.

pre-formatting disk to apfs leads to system disk becoming non-bootable, after installer copied install files to disk and rebooted.

Is it a normal macOS high sierra netinstall behavior?

would I always need to format disk to Mac OS extended to do a clean install?
